You can't legally start construction in Trivandrum until your building permit is approved. The process is manageable once you understand it — here's how it works and where projects usually get stuck.
Who approves your building
It depends on where your plot is. Inside the city, permits go through the Thiruvananthapuram Corporation. Outside it, the relevant Grama Panchayat or Municipality issues the permit, all governed by the Kerala Municipality Building Rules (KMBR).

Typical timeline
A straightforward residential permit usually takes a few weeks once the drawings and documents are complete. Delays almost always come from incomplete paperwork, setback or FAR issues in the drawing, or plots without clear access — problems that are cheap to fix on paper and expensive to fix later.
